Ethics And Campaign Disclosure

The Cook County Clerk's Ethics and Campaign Disclosure department accepts and records documents detailing the financial activities of public officials, candidates, certain government officials and lobbyists.

The Clerk's office follows the laws required under the Illinois Government Ethics Act, the Illinois Campaign Financing Act and the Cook County Lobbyist Registration Ordinance.

Please refer to the Illinois State Board of Elections' 2008 campaign disclosure calendar to learn the filing dates of specific reports.

Accessing disclosures for candidates/political committees

Financial information about political committees and candidates is available in a searchable format at the Illinois State Board of Elections website.

Documents filed with the Clerk's Ethics and Campaign Disclosure division are available to the public at the Cook County Clerk's downtown office.

Accessing lobbyist information

Under Cook County's Lobbyist Registration Ordinance, any individual receiving payment or compensation for attempting to influence a Cook County elected official or employee on any executive, legislative or administrative action involving the county is required to register as a lobbyist with the Ethics and Campaign Disclosure Division.

Those individuals who lobby Cook County officials must file a Semi-annual Expenditure Report by January 20 and July 20 each year. This report reveals the names of lobbyists and the amount of compensation and/or incurring expenses and expenditures during a six-month period. Lobbyists may mail or deliver expenditure reports with the Clerk's office. Lobbyists who miss the deadline must file a late report and are subject to a $10-per-day penalty. Those who fail to comply after 30 days face fines up to $100 per day.

The Cook County Board of Commissioners passed a Lobbyist Registration filing fee of $350.00 effective January 9, 2008.
